Disruptive Behaviors Downtown is a photography series that captures everyday people engaging in “illegal behaviors” under proposed legislation by the City of Fort Collins (amended version passed March 21st by City Council).

The series is intended to illuminate the absurd and cruel nature of the proposed legislation. The production and use of these photos was made possible by the consent of all participants.
